Biography

Director of Operations

Angela Harper is the Director of Operations for the Office of Cable Television (OCT). Ms. Harper brings more than 10 years of experience and expertise in the management of municipal, nonprofit and private entities. At OCT she manages the full range of administrative, logistical and operational duties in a wide variety of program areas including human resources, budgeting, fleet administration, information technology, property management and procurement. She oversees the day-to-day operations of the agency, manages $7.0 million budget and develops and directs programs designed to meet the needs of the agency, vendors, constituents, staff and appropriate District and federal laws and related initiatives.

Ms. Harper joined OCT in 2008, as the Support Services Supervisor where she managed a staff with duties ranging from customer service to information technology. She provided daily administrative support for the agency and was instrumental in implementing workplace policies and procedures and organizational development. Prior to joining OCT, Ms. Harper served as a public affairs specialist for the DC Department of Parks and Recreation where she developed and executed strategic and day-to-day communications efforts and community outreach strategies to support the agency's mission. She began her career in DC government as a scheduling specialist with the Executive Office of the Mayor where she coordinated the mayors travel itineraries, prepared the mayors schedule and arranged requests by national and international business and community leaders, the media, constituents and executive staff.

Prior to her government service, Ms. Harper had a well-rounded career in communications with experience ranging in public relations, community relations, media relations, social marketing and event planning. As the special assistant to the Deputy Mayor of Neighborhoods, Indianapolis, Indiana she coordinated city-wide special events and produced a monthly TV show about the benefits and responsibilities of homeownership. As a special projects manager at MENC: The National Association for Music Education she secured high-profile press relations with print and broadcast media and worked on award-winning, national recording artists PSA campaigns. She honed her public relations skills as an assistant account executive at Campbell & Company where she coordinated multicultural communication strategies working towards the goal of eliminating health care disparities among people of color.

Ms. Harper holds a Bachelor of Arts degree in Communication from Howard University and a Master of Public Administration from Baruch College of the City University of New York where she was a National Urban Fellow. A proud Air Force brat, Ms. Harper spent her childhood years in various parts of the globe and currently resides in Ward 5.
